Tanzania Volunteer Teachers (TVT) Program
Bridging the Teacher Gap. Transforming Learning Outcomes.
The Tanzania Volunteer Teachers (TVT) program is a strategic initiative by JMKF, in partnership with the Ministry of Education, PO-RALG, and the Prime Minister’s Office, aimed at improving the quality of education in underserved regions across Tanzania. Each year, the program deploys 1,000 qualified but unemployed teachers as volunteers to schools with the highest pupil-teacher ratios (PTRs).
Background
Tanzania faces an urgent shortage of qualified teachers, with a gap of 186,325 teachers nationally. Pre-primary classrooms average a Pupil-Teacher Ratio (PTR) of 1:58, well above the acceptable standard of 25:1. This shortage significantly undermines efforts to improve early learning, particularly in regions like Simiyu, Geita, and Rukwa, where ratios exceed 1:170. While thousands of qualified but unemployed teachers exist, government budgets have not kept pace with the demand for staffing, especially in underserved rural areas.
Problems

Solutions
The TVT program, spearheaded by JMKF in partnership with MoEST and PO-RALG, aims to deploy 1,000 volunteer teachers annually to regions most in need.
Volunteers are trained, supported with stipends, and given professional development opportunities to enhance classroom effectiveness.
